Lexicógrafo y filólogo inglés. Junto con su hermano Francis George Fowler (m. 1918) escribió The King's English [El inglés del rey, o El inglés correcto] (1906) y The Concise Oxford Dictionary of Current English [El diccionario Oxford conciso del inglés actual] (1911). El principal trabajo de H.W. Fowler, planificado con su hermano, fue A Dictionary of Modern English Usage [Un diccionario del buen uso del inglés moderno] (1926), un listado alfabético que incluye temas de gramática, sintaxis, estilo, pronunciación y puntuación, cuya profundidad, estilo y humor lo han hecho una obra clásica.
